RusHydro is a major Russian hydroelectric power company and, as of early 2012, had a generating capacity of 34.9 gigawatts. In 2009, it ranked as the world's second-largest hydroelectric power producer and is Russia’s largest power generation company. RusHydro also serves as the largest successor to the former national utility RAO UES, playing a critical role in Russia’s energy sector through its extensive network of hydroelectric facilities.

This has been brought up with the Ministry of Energy repeatedly. RusHydro's Deputy General Director said that using local coal would be advantageous as it will simplify the delivery by rail.
Power plants themselves buy coal based on the price and quality without taking into account the distance in accordance with toRussian law. And the Ministry of Energy said that it is working on a proposal with FAS, RusHydro and coal companies to alleviate the issue.
In Q1 2024 the supply from the Kuzbass to the Far East RusHydro power plants increased by 47% whilst the Far Eastern coal producers mostly export their coal and don't show interest in working with RusHudro.
